FMRADIO.AP on MP4 player

My S1MP3 (MP4) player has the Japan FM band option which brings the commercial frequency range down to 76MHz on the bottom end (and 90MHz at the top). For use with portable FM broadcast units for Public Address systems (Williams 100mw transmitters and propretietary receivers), I would like to be able to reverse engineer/decompile the FMRADIO.AP to modify the Japan band lower limit down to 70-72Mhz. I purchased my S1MP3 off of eBay for less than the 9v powered, 3 channel proprietary receivers. With the S1MP3, I could also direct record up to 70 hours of the PA broadcast without crowd noise. In the interest of assisting the hearing impaired who normally would use such a device, This would seem to be a noble cause. Any advice would be very much appreciated.
